  • Application & Intake:
    After we evaluate your application, you'll be contacted by an intake specialist to complete your intake, then assigned to a case manager to assess your needs.
  • Individualized Plan:
    Based on your needs and goals, your case manager will refer you to various resources and services that provide support.
  • Closing the Loop:
    After completion of referrals, you will receive incentives for accomplished goals.


  • Adult resident of Virginia Beach, VA
  • Have income from employment, receiving benefits, or are enrolled in school
  • Not living on the street or in an emergency shelter

Melinda’s main goal since the start of VBthrive was to build a savings account so she could be prepared for unexpected expenses, which was likely due to the many health problems she and her family face. Melinda started tackling this when she entered the VBthrive program with support from her financial counselor at the CCEVA and mentor in VBthrive. Unfortunately, a crisis did occur for Melinda, as she was involved in a serious car accident and had to purchase a new car. With the support of the savings that she started to build while in VBthrive, she was able to buy a new car. Even after paying for this unexpected cost, she was still able to grow her savings by $1,800 by the time she exited the program.
